'The Road to Results: Designing and Conducting Effective Development Evaluations' presents concepts and procedures for evaluation in a development context. It provides procedures and examples on how to set up a monitoring and evaluation system, how to conduct participatory evaluations and do social mapping, and how to construct a “rigorous” quasi-experimental design to answer an impact question.

The text begins with the context of development evaluation and how it arrived where it is today. It then discusses current issues driving development evaluation, such as the Millennium Development Goals and the move from simple project evaluations to the broader understandings of complex evaluations. The topics of implementing 'Results-based Measurement and Evaluation' and constructing a 'Theory of Change' are emphasized throughout the text. Next, the authors take the reader down 'the road to results,' presenting procedures for evaluating projects, programs, and policies

Why not use it?

The author is clearly very well trained, and an apt student. Turns out, the book is horrible! I was reading Chapter 6 when I found an answer to a Chapter 5 question, have to constantly look-up abbreviations because they're mentioned out of the blue (and then I have to look them up online because the book doesn't provide it), and often the language is not consistent, nor explained in the book. Netzer's book. I would recommend it more for the player who has some traditional background in music theory, than for a beginner. However, one tiny fault of this book is that it does not convince you of some of the important facts (and these theorems are definitely not beyond the level of the book), for example the "Rule of 72." Also, this book is not for the average person. But that's just me.. In 1987, two scientists at IBM who discovered the phenomenon were awarded the Nobel Prize.

The later parts of the book deal with Rao's experiences as a top government
